Does dictation only work online

Oh well the idea that I could store blog while off-line seems to be not in contention because the voice recognition software may be at work when you're online the next port of call try Dragon dictation see if that works off-line because of so on can make blog entry there keep it as a graph and cut-and-paste it into blogger when went online and able to upload
